Which are the best ATMs in Montenegro for foreigners - free & high limits?

I need to take out quite a bit of cash during my trip. Anyone know cheapest ATMs & daily withdrawal limits for foreign cards at Montenegro ATMs?

I withdrew large amounts in June using Addiko ATMs in Herceg Novi and wasn’t restricted to 500 EUR. I took out 1000 EUR twice in a day. Fee was 7 EUR each time. i saw on the screen you can remove 2000 euros. My friend used Hipotekarna ATM and got the same daily limit with a 4.88 EUR fee. For big cash needs I would recommend Addiko or Hipotekarna - they clearly state their fees and let you take out more than Erste or CKB which charge like 4.99 euros fee per withdrawal for only 500 euros.

Just finished a trip across Montenegro and used CKB and NLB ATMs. CKB charged a straight 4.99 EUR per withdrawal and wouldn’t let me take more than 500 EUR at once. NLB had no set limit per transaction but charged 5.99 EUR in fees. My home bank also charged a small fee so I ended up doing larger withdrawals at NLB to minimize fees per euro. I always declined conversion prompts too. I did find ziraat bank that did not charge any fees. Addiko wanted 7 euros for 500 euro withdrawal, ridiculous!

I needed a few thousand euros during a stay in Kotor in May and found the best option was using Addiko Bank ATMs. They let me withdraw up to 2000 EUR per transaction with no issues. The fee was a flat 7 EUR, which wasn’t ideal but better than multiple smaller withdrawals from other banks. CKB Banka wanted to charge me 4.99, Hipetekarna 4.88 euros and UCB Bank 4.99 too. I landed up using Adriatic Bank which charged me 5 euros fee for 800 euro withdrawal limit per transaction.

Last month I was in Podgorica and tested several ATMs with my Wise Mastercard. Erste Bank would only allow 500 EUR per withdrawal and hit me with a 4.99 EUR fee. In contrast I hit up a Ziraat Bank ATM and withdrew 20 EUR just to test fees - they charged nothing and you can withdraw up to 500 euros in one transaction. For bigger amounts I used Addiko and it worked fine with one 7 EUR fee per withdrawal not counting my own bank’s small charge.

Ziraat Bank in Montenegro charged me a 3% commission without showing any warning or option to accept. Felt like a scam.

Ziraat Bank ATM in Montenegro is one of the few with zero withdrawal fees. Worked well with both Visa and Mastercard.
