Ziraat Bank ATM in Montenegro is one of the few with zero withdrawal fees. Worked well with both Visa and Mastercard.

Used a Starling card at Commercial Bank ATM-no fees at all.

Visited 3 HypoVereinsbank branches in Berlin-one machine was broken at almost every location.

BNB ATM worked perfectly with my foreign Visa debit card. No problems at all. But I did not see an Amex sticker so likely not.

ATM looked modern and clean. And in a busy area so felt safe
