My two cents: use an ATM withdrawal if you have a working card and the machine’s stocked - it’s almost always a better rate than the airport counter, but there’s some risk with network outages. I’d avoid changing large sums at the airport unless you have no other option. Always have a stash of USD cash just in case - sometimes that’s your only lifeline!
From my experience, the airport exchange counter in Venezuela is only good for very small amounts or emergencies. ATMs from local banks typically offer better rates but can run out of cash or not work with international cards. If you can, try street money changers recommended by locals or your hostel - that’s usually the absolute best rate, but do this only if you feel safe!
