I tried withdrawing money using my Indian bank's Visa debit at Taiwan ATMs near Taipei Main Station, and it worked fine. It was a Mega International Bank ATM. But heads up-some ATMs, especially those at the post office, reject foreign cards, so try another machine if yours doesn’t work. Cathay United and E.SUN Bank ATMs also are fee-free. Of course if you land up using those from CTBC Bank or Taishin Bank- there is a 100 NTD fee. Also same fee for ATMs in inside convenience stores like 7-Eleven or FamilyMart. Overall, Taiwan has a pretty solid ATM network for travelers if you know where to look.

The KGI Bank ATM in Taiwan had two 24/7 machines inside a lobby near Cambridge Hotel. It didnt show a Mastercard logo but accepted my foreign Mastercard Debit. No fee, no DCC, and I could even choose 100 NTD notes.
