VietinBank in Vietnam does charge a fee, even with European cards. But it worked fine and felt secure.

Kent Bank ATM in Zadar is the only fee-free option I found. Always accessible since its outside.

Worked with my Revolut card from the UK. Took a receipt just to confirm the fee afterward. Everything smooth!
