As someone who travels full-time and prefers carrying cash, I tested almost every ATM in Phnom Penh. Hattha Bank technically allows up to $4,000 per transaction, but they charge 2 percent or a $5 minimum, whichever is more that adds up fast. If you’re okay with smaller chunks, SacomBank was surprisingly good. I paid just $1.50 to take out $500 and that was the cheapest I found. Their machine was next to an AEON supermarket. Just avoid ABA unless you really need it fees go up to 2 or even 3 percent for certain cards and limits are low. If you're using Visa, MB Bank may give you zero-fee withdrawals, but it's hit-or-miss.
Just finished a three-week trip and made several big cash withdrawals. BRED Bank is hands down the top pick if you want to withdraw more than $500. Their ATM in Kampot town let me pull $2,000 in one go and only charged me $4. In comparison, Sathapana charged me $5 for $1,000 that's like tacked on 2 percent, which really hurt. Also had a weird experience with MB Bank my card worked once with no fee, then failed twice the next day. Not reliable. Always check the screen carefully before confirming a withdrawal. Some machines don’t show fees clearly.
I had to take out quite a bit of cash while staying in Siem Reap and tested a few ATMs. ACLEDA Bank was okay $5 flat fee for a $500 limit but the machine was fussy with my Visa card. The best overall experience I had was at Vattanac Bank. Lower fee at $4 and the limit was still $500, which is decent. If you’re planning to make multiple withdrawals, this adds up. Avoid Prince Bank unless absolutely necessary. I got hit with a $9 fee when I withdrew $700. Not worth it unless you’re in a pinch.
If you're planning to withdraw large sums during your trip, BRED Bank is by far the best option I found. I used their ATM near the Central Market in Phnom Penh and was able to take out up to $2,000 in a single go with just a $4 fee and a super low 0.20 percent charge. No issues with my Capital One card either. I avoided ABA Bank after a bad experience their ATM charged me $10 for withdrawing $500 on my Mastercard and the rate was poor. At MB Bank in Cambodia, there are 3 ATMs but none were working. Staff refused to help since we were foreigners - they just told us to find another ATM. Very frustrating.
My Volksbank DE card worked at Acleda Bank, but I was charged $5 for withdrawal.
ATM at Acleda Bank was clean and tidy.
No queue at Acleda Bank. Walked in and took cash out without waiting.
