Agram Bank in Croatia asked for a €4.75 fee on both my Visa and Mastercard (Revolut & EU cards), and max allowed was only €130 per transaction.
Used a Visa Debit at Kent Bank ATM in Dubrovnik, Croatia - no fees at all, which was a nice surprise.
No fee charged at Kent Bank ATM. Super rare to find in Croatia!

Kent Bank ATM in Zadar is the only fee-free option I found. Always accessible since its outside.
HPB ATM located at the entrance of Tommy Hypermarket, next to another machine. Easy to spot and access.
Be prepared-Zagreba_ka charges over €5 for cash withdrawals with foreign cards.
PBZ ATM worked, but the fee was €5 for just €40 withdrawn. Thats over 10%!
