Most bank ATMs charged about €4 to €5, and independent Euronet ones often carried even higher costs plus dynamic conversion risk. I spread my withdrawals €500 every three days to keep fees manageable and used my Chase Visa which had no foreign transaction fee. Make sure your bank doesn’t slap on an extra fee and always choose local currency when withdrawing. OTP banka charges 5.49 atm fee, Addiko bank 5 euroes. banks like zagrebacka do not limit the amount per transaction that totally depends on your card's limit.
I've been backpacking around Istria and usually pulled out €400 to €600 every couple of days. Croatian ATMs typically let you take anywhere from €100 to €800 per transaction, though most banks clamp at around €700. The operator fee always showed on-screen and I’d cancel if it was over €5. Avoid airport or tourist-stand ATMs - they usually add big markups. Stick to local bank ones if you want transparency and decent rates. If I remember correctly, Agram Bank and Istarska Kreditna used to be free now they also charge and only let you remove 150-200 euros per withdrawal. Kent bank has no fees. Addiko charges 5 euros fee, PBX 4.78 and Raiffeisen Bank 4.65!!! What a loot!

The cheapest fee-free ATM I found was a Kent Bank machine in Split - no surcharge displayed, and I saw my bank statement - there was no fee charged!! Although my home bank still added its usual currency exchange fee. Others like Addiko charged €5 upfront. I aimed for larger withdrawals of €500 to avoid extra transaction fees. My Revolut card has a €3,500 daily limit, way more than I needed, so I never hit a snag with ATM limits.
I was in Split last month and found that most foreign card withdrawals at bank ATMs cost around €4 to €5 per transaction - Erste Bank charged about €4.75, PBZ around €4.78, and Zagrebacka Banka €5.31. I was withdrawing around €300 each time to minimize repeated fees. Daily withdrawal limits depend on your own card, not the ATM - so check with your bank before traveling. I used my N26 and Revolut cards and topped up every two days to avoid too many fee hits. Kent bank was the only one without fees. I could remove 500 - 800 in 1 transaction though dpeending on how much cash was at the ATM.
Agram Bank in Croatia asked for a €4.75 fee on both my Visa and Mastercard (Revolut & EU cards), and max allowed was only €130 per transaction.
Used a Visa Debit at Kent Bank ATM in Dubrovnik, Croatia - no fees at all, which was a nice surprise.
No fee charged at Kent Bank ATM. Super rare to find in Croatia!
