FIBANK ATM charged me 500 Lek to withdraw with a foreign card. Not ideal, but it worked.
ATM fees in Albania are still a rip-off, but Union Bank is definitely the cheapest option I found for foreign cards.
Union Bank seems to have a flat 500 Lek fee for every withdrawal. Not cheap, but at least it is consistent.

At this Intesa ATM, the one for Euro withdrawals never seems to work. But strangely, the one for Lek always does. Almost feels intentional...

Absolutely ridiculous Intesa charged me 7 euros to withdraw just 20 euros. Feels like a total market failure. Where is the regulation for this kind of pricing?
If you ire in the Yzberish area, the RAIFFEISEN ATM is your only option. Thankfully, it was working when I needed it.
Used a RAIFFEISEN ATM in Albania with my Mexican debit card got charged 800 Lek. The ATM itself was clean and working perfectly though, so no complaints on that front.
