Card keeps getting declined in Belgium?

Wasnt able to withdraw the full amount from the ING ATM, and the place wasnt particularly clean either.

BANCONTACT machine was painfully slow. No trash bin either - receipts all over the floor.

Short queue at BELFIUS, but not all machines were working. Can be hit or miss.
