Best luck I had was with the ATM outside the Pago Plaza - it’s from Bank of Hawaii and accepted both my HSBC and Capital One cards. Max I could take out in one go was 2000 T$, though your card issuer might cap it too. Cheapest ATMs in American Samoa for tourists are tied to the big banks. Try to avoid sketchy-looking standalone machines - one near the gas station charged $6 plus poor conversion. Always decline any offered conversion when withdrawing.
