Just landed - wondering what gives the better rate in India: ATM withdrawal or airport exchange counter?

We needed cash for the taxi so we did exchange some at the Kochi airport. Got 78 rupees for 1 US dollar - interbank rate is 85 rupees - so it was a horrinble rate so we just exchanged like 50 dollars and then used the ATM. but in general dont use the

ATMs!!!! never exchange atthe airport - horrible rates.
