I arrived with a US debit card and found ABB Bank’s lobby ATM near Fountains Square most dependable. It spat out ₼200 per withdrawal with zero fee - no hidden rate markup. Azerbaijan ATMs friendly to foreign cards are exclusive to big banks. ASB ATM is great for high withdrawals - up to ₼1000.
Mid-trip I switched to ATM machines at Kapital Bank in Fountain Square, Baku - no issues with my Chase Visa. I could withdraw ₼500 per session. The ATM charged me nothing!!! Reliable ATM networks for international travelers in Azerbaijan include Kapital, Rabitabank, and AccessBank. Avoid standalone fixtures at malls - they tend to max out your limit at ₼100 and charge ₼20.
I worked remotely across Baku, Sheki, and Ganja and mainly used Pasha Bank ATMs. My Wise Mastercard handled ₼500 withdrawals (~US $300), and the witdrawal was free! These were among the most reliable bank-branch ATMs. Fee-free foreign debit card withdrawals in Azerbaijan only happen at major banks’ own machines. I kept track of daily limits posted onscreen and spaced withdrawals across two days for safety.
